planning processes a year to better develop and implement programs
to assist adults, dislocated workers and youth with education,
employment and training opportunities and manage adult literacy
issues. From time to time, new research documents will be added
to this page.

STRATEGIC PLAN TO SERVE INDIVIDUALS WITH DISABILITIES
January 1, 2012 – June 30, 2015
The Atlantic Cape May Workforce Investment Board (WIB) and its Disabilities Workforce Committee have developed a plan that is compatible with the WIB’s Strategic Plan. This plan will provide recommendations to integrate the delivery of services and coordination of partners within the Atlantic and Cape May One Stop System (OSCC) to increase the employment and training opportunities for individuals with disabilities. This shall be accomplished in conjunction with the Workforce Investment Act (WIA), Work First New Jersey (WFNJ) and the Title I and II Literacy programs, while fostering an environment for provider collaboration and partnerships. The WIB Strategic Plan states that the vision of the Disabilities Workforce Committee is:
- To develop and implement a strategic plan to address issues related to the employment and job training of individuals with disabilities;
- Enable individuals with disabilities to have universal access and integrated services within the OSCC;
- Increase the number of individuals with disabilities securing and sustaining unsubsidized employment in the workforce;
- Upgrade the skills of incumbent workers with disabilities to promote career advancement; and
Ensure that the WIB Board policies and program strategies provide employment outcomes for individuals with disabilities. Click

STRATEGIC ADULT LITERACY WORKFORCE PLAN
January 1, 2012 – June 30, 2016
The Atlantic Cape May Workforce Investment Board (WIB) and its Adult Literacy Workforce Committee have developed a plan that is compatible with the WIB’s Strategic Plan. This plan will provide recommendations to integrate the delivery of services and coordination of partners within the Atlantic and Cape May One Stop System (OSCC) to increase the employment and training opportunities for individuals who require literacy remediation. This shall be accomplished in conjunction with the Workforce Investment Act (WIA), Work First New Jersey (WFNJ) and the Title I and II Literacy programs, while fostering an environment for provider collaboration and partnerships. This plan outlines the Committee’s goals and targets the needs of special populations in specific geographic areas in Atlantic and Cape May counties.
This plan endorses a systematic approach to the delivery of services to the participant. It supports securing the resources necessary to maintain current programming in high demand service areas, such as the Workforce Learning Links (WLL), Learning Labs (LL) and General Education Development (GED) testing to enhance employment and training opportunities for OSCC customers. This plan also addresses New Jersey State Department of Labor and Workforce Development (NJLWD) issued performance standards and assessment tools to measure outcomes. This plan delineates primary goals to be accomplished over a four (4) year period and recommends secondary goals for consideration should additional funding or grant opportunities become available. Business Outreach Plan (March 2011)
The County of Atlantic in partnership with the Atlantic Cape May Workforce Investment Board (WIB), local Business Resource Center (BRC) and the Atlantic County One Stop Career Centers (OSCC) submit this application to fund a pilot business outreach program in Atlantic and Cape May Counties. This team has developed a program that is aligned with the WIB’s Strategic Plan to integrate the delivery of services for the employer community within the Atlantic and Cape May region. This shall be accomplished through the coordination and leveraging of joint resources as funded by the American Recovery and Reinvestment Act (ARRA), Workforce Investment Act (WIA), and Work First New Jersey (WFNJ) programs, while fostering an environment for provider collaboration and partnerships.
The WIB Board has established partnerships with local businesses, community organizations, educational institutions and government agencies to provide a seamless system of employment, training and social services to residents and individualized services for employers. The Board’s mission is to ensure the coordinated and efficient delivery of the region’s workforce readiness resources through membership which provides leadership, direction, and accountability for the service area. As such, the Board oversees four (4) industry specific committees: Hospitality and Tourism, Technology, Healthcare, Retail and Technology. These Committees are comprised of both public and private sector partners and meet on a bi-monthly to quarterly basis. These committees have acted as focus groups to garner real time data regarding the training and employment needs of the business community. At the same time, the results have set a course for development and implementation of academic and certification programs within the local area’s post secondary education institutions. This communication vehicle has worked well in the past and the team anticipates a continuation of this collaboration.

POST SECONDARY EDUCATION REPORT
In January 2008, Atlantic Cape May Workforce Investment Board
(WIB) formed a consortium of WIB Board members, including vocational
and career technical schools, the community college and The Richard
Stockton College of New Jersey to conduct a survey to determine
service gaps in vocational and career technical programs in the
post secondary education settings. The goal was to review the
current course offerings, determine need and make recommendations
for future planning. In an effort to perform an accurate gap
assessment on the needs at the post secondary education level,
some surveying of secondary education (high school) offerings
were necessary.

YOUTH OUTREACH PLAN
Updated in 2007, the youth outreach plan outlines a new approach
to partnerships and outreach of target populations: specifically
youth parents, educational institutions and community based organizations
and the business community to improve effectiveness and quality

ECONOMIC DEVELOPMENT PLAN
The Economic Development Plan, written in March 2007, is
a blueprint for how the Atlantic Cape May Workforce Investment
Board and its educational consortium moves forward with initiatives
that strengthen their partnership and the workforce development
system to better position the consortium, as the mechanism that
supports implementation of the Governor's Economic Growth Strategy
for New Jersey (Governor's Plan) and improve the provision of
